Center for Creative Initiatives in Health and Population (C.CIHP) is a Vietnamese NGO registered under VUSTA since 2008. We are working in the fields of public health, health equity, gender and gender-based violence, reproductive and sexual health, and disability and mental health.

CCIHP was selected by USAID to act as the prime agency in charge of a program titled “Improving the Quality of Life of Persons with Disabilities in provinces heavily sprayed with Agent Orange” (hereafter referred to as INCLUSION) in 3 provinces of Quang Tri (QT), Thua Thien Hue (TTH) and Quang Nam (QN) in Vietnam central region (Cluster 1). The work undertaken by CCIHP within the INCLUSION program is termed “Inclusion 1”. Besides, CCIHP is implementing other activities to support children with intellectual and developmental disabilities (IDD) through platform A365.vn, A365 Lab etc.

 

CCIHP is looking for a qualified candidate for the position of Monitoring, evaluation and learning (MEL) senior officer, who will be in charge of MEL activities for the services components supporting children with intellectual and developmental disabilities (IDD) under USAID funded projects and A365 scope of work (A365.vn, A365 Lab).

Report to:

  • DCOP/Technical Lead of Inclusion 1 project, cum. Lead of A365 (Line manager for this position)
  • MEL Lead of Inclusion 1 project for the tasks under Inclusion 1 project

Reported by:

  • MEL officer for services components supporting children with intellectual and developmental disabilities (IDD) under USAID funded projects and A365 scope of work (A365.vn, A365 Lab)

Collaborate with:

  • MEL officer of Inclusion 1 project
  • Program officers of Inclusion 1 project, of Services component supporting children with intellectual and developmental disabilities (IDD) under Inclusion 1, and Managing officers of A365 (A365.vn, A365 Lab)

Responsibilities:

  • Oversee project MEL system, including data collection, analysis, reporting, and dissemination of lessons learned to stakeholders
  • Implement MEL Plan and ensure indicators, evaluation methodology and data collection systems are appropriate and practical
    • Develop qualitative and quantitative monitoring indicators and methods for collecting associated data
    • Participate in development of research protocol, tools, plan of implementation and budget
    • Participate in data collection and data analysis, using quantitative and qualitative software, and report writing
    • Work closely with other project team members and partners to assure effective data collection and management, and on-time, good-quality activities implementation.
    • Supervise data collectors in the fields
    • Other duties as assigned by the Line manager

    Required skills and experience:

    • Education background in public health, epidemiology, biostatistics or a related field;
    • At least five years of M&E experience, and knowledge on disability programs is an advantage;
    • Knowledge of USAID data collection and reporting requirements is highly desirable;
    • Substantial knowledge on quantitative research methods, data analysis and interpretation, and applied knowledge of qualitative research methodologies;
    • Ability to work under pressure and handle multiple tasks at the same time;
    • Good oral and written communication skills;
    • Good computer skills, including data software such as SPSS/EPI, Stata, Nvivo
    • Good English language skills, to include reading, writing and speaking as well as strong presentation skills;

    Competitive salary and fringe will be negotiable, depending on the experiences and working history of the candidate.
